Allow me to convey the warmest and most heartfelt greetings of your comrades in Turkey.<\/p>\n<p>&nbsp;<\/p>\n<p>As a comrade who follows your party\u2019s work closely\u2014who worries with you, rejoices with you, thinks alongside you\u2014I will try to make the best possible use of the speaking opportunity granted to me today.<\/p>\n<p>&nbsp;<\/p>\n<p>Comrades, you will be discussing and finalizing the report submitted to the Congress\u2014a report clearly produced through major collective effort. With your permission, I would like to offer some contributions to the third section of this report, drawing from our own experiences.<\/p>\n<p>&nbsp;<\/p>\n<p>I read the entire report with great interest, but the section between Articles 145 and 157\u2014where the duties of a communist party under non-revolutionary conditions are explored\u2014particularly captured my attention.<\/p>\n<p>&nbsp;<\/p>\n<p>The question <i>\u201cWhat should a communist party do in a non-revolutionary period?\u201d<\/i> is one of the clearest criteria for understanding whether a party is truly communist.<\/p>\n<p>&nbsp;<\/p>\n<p>For example, we must recognize the serious problem hidden behind the seemingly innocent idea: <i>\u201cIf today we cannot speak of revolution, if capitalism is in a relatively stable phase, then we must formulate our strategy on that basis.\u201d<\/i><\/p>\n<p>&nbsp;<\/p>\n<p>Yet the strategy of a communist party cannot differ depending on whether conditions are revolutionary or not. On the contrary, a <b>revolutionary strategy<\/b> is precisely what links the tasks arising from different conditions, and this strategy must have a certain continuity.<\/p>\n<p>&nbsp;<\/p>\n<p>In truth, the central duty of a communist party during a non-revolutionary period is to <b>prepare<\/b> for a revolutionary upsurge\u2014for a moment in which revolutionary conditions mature. Other tasks must never overshadow this core duty, and if they are to have meaning at all, they must be subordinated to it.<\/p>\n<p>&nbsp;<\/p>\n<p>The strategic orientation of a communist party must always include the essential elements that will lead the working class to power. Under non-revolutionary conditions, such elements cannot be replaced by tasks limited to the existing political system. Leninism represents a rich heritage that teaches us the struggle for reforms must be tied to the struggle for socialist revolution.<\/p>\n<p>&nbsp;<\/p>\n<p>It is therefore useful to elaborate on what we mean by preparation in a non-revolutionary period. The report submitted to the Congress provides valuable answers on this point, and encouraged by these, I would like to continue.<\/p>\n<p>&nbsp;<\/p>\n<p>Comrades,<\/p>\n<p>&nbsp;<\/p>\n<p>For all our parties operating in capitalist countries\u2014yours, ours, and others\u2014the most important dimension of preparation in a non-revolutionary period is ensuring the party\u2019s political and ideological readiness and coherence to intervene decisively when a revolutionary crisis emerges.<\/p>\n<p>&nbsp;<\/p>\n<p>It is often said that a communist party must be independent. I would add that it must also be <b>free<\/b>. In a non-revolutionary period, a communist party must avoid any position, activity, or connection that restricts its political independence and freedom. Of course, this cannot mean isolating ourselves in a sterile bubble. The preparatory process unfolds in factories, workplaces, on the streets, in schools, unions, other mass organizations, in neighborhoods, and when necessary even in institutions of the existing order, such as parliament. A party can protect its ideological and political integrity only when a revolutionary strategy guides its agenda and cadre work throughout this preparatory phase.<\/p>\n<p>&nbsp;<\/p>\n<p>So we must also answer the question: <i>What is a revolutionary strategy?<\/i> A revolutionary strategy must include assessments of where capitalism\u2019s crisis dynamics are likely to accumulate, what might trigger them, and why and in which institutions the ruling class may lose its ability to govern. I emphasize this first because preparation is often reduced solely to work within the working class. Yet revolutions arise precisely when the ruling class faces difficulties in governing.<\/p>\n<p>&nbsp;<\/p>\n<p>A revolutionary strategy must also identify the sectors and regions most critical for organizing the working class, clarify how to establish the dialectical unity between workplaces and neighborhoods in organizing the people, and propose revolutionary\u2014not formulaic\u2014approaches to alliances.<\/p>\n<p>&nbsp;<\/p>\n<p>And a party preparing for revolution must internalize this strategy, at least within a critical segment of its membership. Every international and national analysis must serve not rigid doctrinarianism nor positivist realism, but a revolutionary will.<\/p>\n<p>&nbsp;<\/p>\n<p>Only a party with such strategic depth can meet the organizational requirements of the preparatory period. Centralism\u2014the indispensable principle of a Leninist party\u2014and the other characteristics of a revolutionary organization find their meaning in the struggle for socialist revolution. That is why we constantly emphasize that the party is not an end in itself, but a means.<\/p>\n<p>&nbsp;<\/p>\n<p>As the Communist Party of Turkey (TKP), while maintaining our fundamental organizational principles, we periodically revise our functioning and institutional structure. As the priorities of preparation shift and as we fine-tune our strategy, our organizational needs also change.<\/p>\n<p>&nbsp;<\/p>\n<p>In this sense, I would like to recall and salute the revolutionary culture of the Bolshevik Party\u2014a party whose functioning and central bodies changed frequently and dynamically.<\/p>\n<p>&nbsp;<\/p>\n<p>And, trusting I will not be misunderstood, I want to express the following clearly: <b>A party whose organizational form does not change over long periods cannot remain revolutionary.<\/b><\/p>\n<p>&nbsp;<\/p>\n<p>The priorities of strategic preparation change, and so do the functions of the organization. A revolutionary party continuously restructures itself according to the stages and tasks of preparation. What must never be abandoned are the centralized character of the party, its political and ideological unity, the principle of electing bodies from below upward whenever possible, and the binding nature of party decisions for all members.<\/p>\n<p>&nbsp;<\/p>\n<p>I would like to conclude with the most important aspect of preparation: <b>rooting the party within the working class. <\/b>Socialist revolutions will not occur only when communist parties have enlightened society\u2014or even a majority of the working class. Revolutions do not fit into ballot boxes or into numbers. We cannot know when crises will erupt. But we do know this:<\/p>\n<p>&nbsp;<\/p>\n<p>The party must have channels that can connect the immediate reactions and moods of the working masses to a revolutionary strategy. These channels are related to the party\u2019s ability to address the masses, but the essential element is the party\u2019s organization within the working class. We know from experience that a communist vanguard can win the leadership of an entire factory. But such examples require communist hegemony in many workplaces. This task may require different tools in each country. In some places, trade unions provide a solid basis for communist parties. In countries like Turkey, the party must develop new tools suited to our preparatory needs. And we are doing exactly that.<\/p>\n<p>&nbsp;<\/p>\n<p>I know that you, too, are discussing these matters. These debates are exciting. Communists must be principled, faithful to Marxism-Leninism, but also creative. We cannot complete our preparations by repeating the same formulas. We must find new answers to new questions. Seeing the PCTE on this path excites me as your comrade. I salute you all in the spirit of comradeship.<\/p>\n<p>&nbsp;<\/p>\n<p>Long live the PCTE, long live the TKP.<\/p>\n<p>&nbsp;<\/p>\n<p>Long live revolution and socialism.<\/p>\n<p>&nbsp;<\/p>\n<p>***<\/p>\n<p>&nbsp;<\/p>\n<p>Estimados camaradas delegados,<\/p>\n<p>&nbsp;<\/p>\n<p>Es una gran alegr\u00eda para m\u00ed estar junto a vosotros en el 3.\u00ba Congreso de nuestro partido hermano, el PCTE. Permitidme transmitiros los saludos m\u00e1s sinceros de vuestros camaradas en Turqu\u00eda.<\/p>\n<p>&nbsp;<\/p>\n<p>Como un camarada vuestro que sigue de cerca el trabajo de vuestro partido, que se preocupa con vosotros, que se alegra con vosotros y que piensa junto a vosotros, intentar\u00e9 aprovechar del modo m\u00e1s fruct\u00edfero posible la posibilidad de intervenir que se me ha concedido aqu\u00ed.<\/p>\n<p>&nbsp;<\/p>\n<p>Camaradas, vais a debatir las tesis presentadas al Congreso \u2014un documento que, a todas luces, es fruto de un enorme esfuerzo\u2014 y le dar\u00e9is su forma definitiva. Si me lo permit\u00eds, quisiera aportar algunas reflexiones sobre la tercera parte de las tesis, bas\u00e1ndome en nuestra propia experiencia.<\/p>\n<p>&nbsp;<\/p>\n<p>He le\u00eddo el documento completo con gran inter\u00e9s, pero el apartado que m\u00e1s ha llamado mi atenci\u00f3n ha sido el comprendido entre los puntos 145 y 157, donde se aborda la cuesti\u00f3n de las tareas de un partido comunista en condiciones no revolucionarias.<\/p>\n<p>&nbsp;<\/p>\n<p>La respuesta a la pregunta \u201c\u00bfqu\u00e9 debe hacer un partido comunista en un periodo no revolucionario?\u201d es uno de los mejores criterios para comprender si un partido es realmente comunista o no.<\/p>\n<p>&nbsp;<\/p>\n<p>Por ejemplo, debemos ser capaces de ver el grave problema que se esconde tras un planteamiento que, a primera vista, parece totalmente inocente: \u201cSi hoy no podemos hablar de una revoluci\u00f3n, si el capitalismo atraviesa un periodo de relativa estabilidad, entonces debemos definir nuestra estrategia tomando esto como punto de partida\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>Sin embargo, la estrategia de un partido comunista no puede ser distinta en periodos revolucionarios y en periodos no revolucionarios. Al contrario: lo que debe existir es una estrategia revolucionaria que articule las distintas tareas que imponen estas diferentes condiciones, y esa estrategia debe poseer una cierta continuidad.<\/p>\n<p>&nbsp;<\/p>\n<p>En realidad, la tarea fundamental de un partido comunista en un periodo no revolucionario es prepararse para un ascenso revolucionario, para una etapa en la que madure una objetividad revolucionaria.<\/p>\n<p>&nbsp;<\/p>\n<p>Las dem\u00e1s tareas no deben anteponerse a esta tarea fundamental y, si han de tener alg\u00fan sentido, deben estar vinculadas a ella.<\/p>\n<p>&nbsp;<\/p>\n<p>La orientaci\u00f3n estrat\u00e9gica de los partidos comunistas debe incluir ciertos elementos fundamentales destinados a llevar a la clase obrera al poder en sus respectivos pa\u00edses. En condiciones no revolucionarias, estos elementos no pueden ser sustituidos por tareas internas al sistema. El leninismo representa una valiosa acumulaci\u00f3n te\u00f3rica que se\u00f1ala la necesidad de vincular la lucha por las reformas con la lucha por la revoluci\u00f3n socialista.<\/p>\n<p>&nbsp;<\/p>\n<p>En este sentido, conviene aclarar un poco qu\u00e9 debemos entender por preparaci\u00f3n en un periodo no revolucionario. El documento presentado al Congreso ofrece respuestas bastante completas sobre esta cuesti\u00f3n. Quisiera continuar tomando impulso de esas respuestas.<\/p>\n<p>&nbsp;<\/p>\n<p>Camaradas,<\/p>\n<p>&nbsp;<\/p>\n<p>La parte m\u00e1s importante de nuestra preparaci\u00f3n \u2014la vuestra, la nuestra, y la de todos los partidos comunistas en pa\u00edses capitalistas durante un periodo no revolucionario\u2014 consiste en garantizar que el partido posea la coherencia y la lucidez pol\u00edticas e ideol\u00f3gicas necesarias para poder intervenir en una crisis revolucionaria. Siempre se dice que un partido comunista debe ser independiente. Yo quiero a\u00f1adir que tambi\u00e9n debe ser libre. En un periodo no revolucionario, un partido comunista debe mantenerse alejado de cualquier tipo de posicionamiento, actividad o v\u00ednculo que limite su independencia y su libertad pol\u00edticas.<\/p>\n<p>&nbsp;<\/p>\n<p>Esto, por supuesto, no significa permanecer dentro de una burbuja est\u00e9ril. El proceso que llamamos \u201cpreparaci\u00f3n\u201d se desarrolla en las f\u00e1bricas, en los centros de trabajo, en las calles, en las escuelas, en los sindicatos y dem\u00e1s organizaciones de masas, en los barrios; y, cuando corresponde, tambi\u00e9n en instituciones del sistema como el parlamento. La protecci\u00f3n pol\u00edtica e ideol\u00f3gica del partido solo es posible si una estrategia revolucionaria determina la agenda y el trabajo de los cuadros durante toda esta fase de preparaci\u00f3n.<\/p>\n<p>&nbsp;<\/p>\n<p>Por lo tanto, tambi\u00e9n debemos responder a la pregunta de qu\u00e9 es una estrategia revolucionaria. Una estrategia revolucionaria debe incluir previsiones sobre en qu\u00e9 puntos concretos pueden acumularse las din\u00e1micas de crisis del capitalismo en el pa\u00eds en el que luchamos, qu\u00e9 factores pueden desencadenar esa crisis y por qu\u00e9 motivos \u2014y en qu\u00e9 instituciones\u2014 puede debilitarse la capacidad de gobernar de la clase dominante. Se\u00f1alo esto en primer lugar porque, cuando se habla de preparaci\u00f3n, suele entenderse \u00fanicamente la parte relativa a la clase obrera. Sin embargo, las revoluciones estallan en los momentos en que quienes gobiernan experimentan dificultades para gobernar.<\/p>\n<p>&nbsp;<\/p>\n<p>Una estrategia revolucionaria debe, adem\u00e1s, responder a la cuesti\u00f3n de en qu\u00e9 sectores y en qu\u00e9 \u00e1reas geogr\u00e1ficas es m\u00e1s cr\u00edtica la organizaci\u00f3n dentro de la clase obrera; debe proporcionar claridad sobre c\u00f3mo asegurar la unidad dial\u00e9ctica entre los centros de trabajo y los barrios en la organizaci\u00f3n del pueblo trabajador; y debe formular soluciones revolucionarias en la cuesti\u00f3n de las alianzas, sin recurrir a f\u00f3rmulas de plantilla preestablecidas.<\/p>\n<p>&nbsp;<\/p>\n<p>Y un partido que se prepara para la revoluci\u00f3n debe interiorizar esta estrategia \u2014si no en la totalidad de sus miembros, s\u00ed al menos en un sector cr\u00edtico de ellos. Todo an\u00e1lisis y toda evaluaci\u00f3n que se realicen, tanto a nivel internacional como nacional, deben servir a esta voluntad revolucionaria, y no a un doctrinarismo r\u00edgido ni a un realismo positivista.<\/p>\n<p>&nbsp;<\/p>\n<p>Solo un partido que posea una profundidad estrat\u00e9gica de este tipo puede hacer justicia, tambi\u00e9n en el plano organizativo, al periodo de preparaci\u00f3n. El centralismo \u2014indispensable en un partido leninista\u2014 y los dem\u00e1s elementos que caracterizan al partido adquieren su verdadero sentido como funciones de la lucha por la revoluci\u00f3n socialista. Por eso decimos en cada ocasi\u00f3n que el partido no es un fin, sino un instrumento.<\/p>\n<p>&nbsp;<\/p>\n<p>Como TKP, preservando nuestros principios organizativos fundamentales, introducimos cada cierto tiempo cambios en el funcionamiento y en la institucionalidad de nuestra organizaci\u00f3n. Esto se debe a que las prioridades en nuestra preparaci\u00f3n van cambiando y, en la medida en que afinamos nuestra estrategia, tambi\u00e9n cambian nuestras necesidades organizativas.<\/p>\n<p>&nbsp;<\/p>\n<p>En este sentido, quisiera recordar \u2014y saludar desde aqu\u00ed\u2014 la cultura revolucionaria del Partido Bolchevique, cuya estructura org\u00e1nica y composici\u00f3n de sus \u00f3rganos centrales eran tan din\u00e1micas que su funcionamiento y sus instituciones cambiaban constantemente.<\/p>\n<p>&nbsp;<\/p>\n<p>En este sentido, y confiando en que no se me malinterpretar\u00e1, quisiera afirmar lo siguiente: es imposible que un partido cuya forma organizativa permanece inalterada durante largos periodos pueda seguir siendo \u201crevolucionario\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>Porque las prioridades de la preparaci\u00f3n estrat\u00e9gica cambian, y las funciones de la organizaci\u00f3n tambi\u00e9n cambian con el tiempo. Una organizaci\u00f3n revolucionaria se reconfigura una y otra vez seg\u00fan las fases y las agendas de la preparaci\u00f3n. Aquello de lo que no puede prescindirse es del car\u00e1cter centralista del partido; de su unidad pol\u00edtica e ideol\u00f3gica; del principio de la elecci\u00f3n desde abajo hacia arriba de los \u00f3rganos, en la medida en que las circunstancias lo permitan; y del car\u00e1cter vinculante de las decisiones del partido para todos sus miembros.<\/p>\n<p>&nbsp;<\/p>\n<p>Y concluyo con el punto de preparaci\u00f3n m\u00e1s importante: arraigarse en la clase obrera. Las revoluciones socialistas no se producir\u00e1n en el momento en que los partidos comunistas hayan logrado concienciar a la mayor\u00eda de la sociedad, ni siquiera a la mayor\u00eda de la clase obrera. Las revoluciones no caben en las urnas, no caben en las cifras. No podemos saber cu\u00e1ndo estallar\u00e1n las crisis. Pero s\u00ed sabemos esto:<\/p>\n<p>&nbsp;<\/p>\n<p>El partido debe disponer de canales capaces de vincular las reacciones y los estados de \u00e1nimo moment\u00e1neos de las masas obreras con una estrategia revolucionaria. Estos canales, por supuesto, tambi\u00e9n tienen que ver con la capacidad del partido para hacerse o\u00edr. Pero lo esencial aqu\u00ed es la organizaci\u00f3n del partido dentro de la clase obrera. Sabemos que un comunista en vanguardia puede llegar a tener la fuerza necesaria para arrastrar tras de s\u00ed a toda una f\u00e1brica. Pero ejemplos de este tipo exigen que, en muchos otros centros de trabajo, los comunistas se conviertan en la fuerza hegem\u00f3nica. Este proceso puede desarrollarse en cada pa\u00eds con herramientas y prioridades diferentes. En algunos pa\u00edses, los sindicatos proporcionan a los partidos comunistas una base muy seria. En pa\u00edses como Turqu\u00eda, en cambio, el partido se ve obligado a desarrollar instrumentos nuevos, adecuados a nuestras tareas de preparaci\u00f3n. Y eso es precisamente lo que estamos haciendo.<\/p>\n<p>&nbsp;<\/p>\n<p>S\u00e9 que vosotros tambi\u00e9n est\u00e1is debatiendo esta cuesti\u00f3n. Estos y otros debates son apasionantes. Los comunistas deben ser firmes en los principios, fieles al marxismo-leninismo, pero al mismo tiempo creativos. No podemos completar nuestra preparaci\u00f3n repitiendo siempre lo mismo. Tenemos la obligaci\u00f3n de dar nuevas respuestas a nuevas preguntas. Soy un camarada vuestro que se entusiasma al ver c\u00f3mo avanza el PCTE en este camino.
