Recently, Devlet Bah\u00e7eli, the leader of ultra-nationalist MHP party, and a prominent ally of the reactionist AKP government, extended his hand for a handshake with the representatives of DEM Party, a prominent pro-Kurdish opposition party. This seemingly simple gesture has reignited discussions surrounding the long-rumored \u201cpeace process,\u201d a critical and contentious issue in the country.<\/p>\n
<\/p>\n
The government has been categorically denied any peace process (which they call a solution process) but after a certain point, their insistence that \u201cthis is not a solution process by no means\u201d is increasingly untenable. Statements from DEM representatives and from those in-the-know with the AKP government make it abundantly clear that there is a process in motion. The terminology employed by the government cannot obscure this reality. Moreover, the prior \u201csolution process\u201d produced no genuine resolution\u2014a fact the TKP anticipated from the outset, asserting that the AKP lacks the capability to solve any of Turkey\u2019s problems.<\/p>\n
<\/p>\n
Nonetheless, the AKP\u2019s inherent inability to resolve these issues underscores the urgency of placing the Kurdish question at the forefront of public discourse. Some may claim otherwise but Turkey does have a \u201cKurdish Issue\u201d and not discussing would only deepen the problem. To put it bluntly, it is profoundly misguided to permit the AKP and its allies to dictate the terms of discussion, relegating critical issues to taboo status at a whim.<\/p>\n
<\/p>\n
TKP pays regard to the essence and not the appearance. The detrimental consequences of dividing our citizens based on misleading notions of patriotism, nationalism, and hollow solidarity are evident. No issue can be effectively addressed without confronting social system of the pervasive injustices and corruption. The Kurdish issue cannot be simplistically framed as a \u201cterror issue,\u201d nor can it be assumed that resolving it will automatically remedy all other problems.<\/p>\n
<\/p>\n
The position of the Communist Party of Turkey on this subject is crystal clear. In the reports of the 14th Congress, the Party underlined that that the Kurdish issue cannot be resolved by merely redrawing borders or through local governance, autonomy or federation. Party further stressed that no ethnicity will be favored or privileged in Turkey once the country is freed from the exploitation and is living in equality and harmony and detailed the path towards the solution.<\/p>\n
<\/p>\n
The current unnamed process lacks both legitimacy and clarity, and we share the following determinations with the public:<\/p>\n
<\/p>\n
1. Issues concerning the society in its entirety cannot be discussed behind doors. Kurdish issue can be confined to the jurisdiction of the National Intelligence Organization (M\u0130T) or any single institution.<\/p>\n
<\/p>\n
2. Any development that will result in the release of political prisoners, imprisoned under fabricated charges by the government, in cessation of despotic practices like appointment of administrators over democratically elected mayors, and in ultimately giving more grounds for political engagement is encouraging and positive.<\/p>\n
<\/p>\n
3. It is unacceptable to suppress discussion of a major issue based on \u201cterror\u201d accusations. It is equally utterly unacceptable to launch a reign of \u201csolution terror\u201d under the guise of \u201csolving a problem\u201d. AKP having perpetuated both types of these injustices cannot claim to be a credible actor.<\/p>\n
<\/p>\n
4. Current government lack the legitimacy to draft a new Constitution. The TKP will staunchly oppose any Constitution that emerges from any secretive agreements masquerading as a \u201cpeace process.\u201d<\/p>\n
<\/p>\n
5. It is not surprising that a new process was set in motion at a time where the tensions and conflicts arise and the precursors of an extensive war emerge in the region. Any cross-border interventions or attempt at intervening in the internal affairs of neighboring countries under the pretext of national security or likely resolution of the Kurdish issue, must be vigorously opposed. It seems that preparations are underway for such interventions which will be presented as opposing the plans of the USA and Israel. This, however, does not change the fact that such interventions are in full compliance with the imperialist plans of Israel and other countries. The current government has openly demonstrated its boundless hypocrisy on the issue of Palestine.<\/p>\n
<\/p>\n
6. So far, both \u201csides\u201d expected to sit on the table for the \u201cpeace process\u201d have, in their own ways, expressed the notion that Islam offers a suitable platform of dialogue in resolution of the Kurdish issue. This perspective undermines the founding principles of the Republic of Turkey. We must resist the institutionalization of Neo-Ottomanism in regional politics and the dilution of secularism in our political and social realms.<\/p>\n

El l\u00edder del Partido del Movimiento Nacionalista (MHP), Devlet Bah\u00e7eli, extendi\u00f3 su mano para un apret\u00f3n y, de repente, el tan mencionado “nuevo proceso de paz”, que estaba “a punto de suceder”, se convirti\u00f3 en el tema central.<\/p>\n
<\/p>\n
La insistencia del gobierno en que “esto no es, en absoluto, un proceso de paz” pierde sentido en un punto. Al observar no solo a los representantes del Partido DEM, sino tambi\u00e9n a los del AKP, se puede observar claramente que ha comenzado un proceso que no se limita a lo que se dice p\u00fablicamente. El gobierno puede llamarlo como quiera. El proceso de paz anterior denominado \u201cproceso de la resoluci\u00f3n\u201d, de hecho, acab\u00f3 no resolviendo nada. El TKP, lo hab\u00eda afirmado al comienzo de aquel proceso y hab\u00eda declarado claramente que el AKP no podr\u00eda resolver ninguno de los problemas de Turqu\u00eda. Lo mismo es v\u00e1lido hoy.<\/p>\n
<\/p>\n
Sin embargo, el hecho de que el gobierno no pueda resolver ning\u00fan problema no minimiza la importancia del tema. A diferencia de lo que algunos afirman, en Turqu\u00eda existe una “cuesti\u00f3n kurda” y la actitud de impedir su discusi\u00f3n solo profundiza el problema. Para ser m\u00e1s claros, el hecho de que los problemas de Turqu\u00eda solo puedan ser discutidos cuando le plazca al AKP y sus socios, mientras que en otros momentos se convierten en tab\u00fa y en tema de prohibiciones, es un verdadero desprop\u00f3sito.<\/p>\n
<\/p>\n
En este sentido, el TKP presta atenci\u00f3n al contenido, no al envoltorio. La situaci\u00f3n en la que se encuentra Turqu\u00eda, con una divisi\u00f3n que se esconde detr\u00e1s de conceptos como patria, naci\u00f3n, religi\u00f3n, democracia, paz y hermandad, hablando a las diferentes sensibilidades de nuestros ciudadanos, es evidente. Ning\u00fan problema del pa\u00eds puede resolverse sin cuestionar y oponerse a un orden social que rezuma injusticia y decadencia por todos lados. Decir que “en Turqu\u00eda no existe una cuesti\u00f3n kurda, sino un problema de terrorismo” no elimina la cuesti\u00f3n kurda, al igual que decir “resolvamos la cuesti\u00f3n kurda, y todos los dem\u00e1s problemas se resolver\u00e1n” ser\u00eda extremadamente sinsentido.<\/p>\n
<\/p>\n
El enfoque del Partido Comunista de Turqu\u00eda respecto al tema es muy claro y directo. En los documentos del 14.\u00ba Congreso de nuestro partido, se ha enfatizado que la cuesti\u00f3n kurda no puede resolverse con la indeterminaci\u00f3n, expansi\u00f3n o fragmentaci\u00f3n de las fronteras de Turqu\u00eda, ni con modelos como localizaci\u00f3n, autonom\u00eda, federaci\u00f3n, o similares. Se ha se\u00f1alado que en una Turqu\u00eda libre de explotaci\u00f3n, en la que todos los ciudadanos vivan en igualdad y hermandad, ninguna etnia podr\u00e1 ser privilegiada o superior a otra, y se ha detallado el camino hacia la soluci\u00f3n.<\/p>\n
<\/p>\n
Aunque no creemos que la mesa que se ha establecido o se est\u00e1 estableciendo en el proceso actual, cuyo nombre y objetivo no est\u00e1n claros, pueda resolver alg\u00fan problema, el TKP pone la siguiente evaluaci\u00f3n a la disposici\u00f3n de la opini\u00f3n p\u00fablica:<\/p>\n
<\/p>\n
1. Los temas que conciernen a todo el pa\u00eds y a la sociedad no pueden discutirse a puertas cerradas. La cuesti\u00f3n kurda no es un tema que pueda caber en el \u00e1mbito de responsabilidad de la Organizaci\u00f3n Nacional de Inteligencia (MIT) o de cualquier otra instituci\u00f3n.<\/p>\n
<\/p>\n
2. Cualquier desarrollo que ampl\u00ede el campo pol\u00edtico, como liberar a los detenidos bajo acusaciones inventadas y por la voluntad de la autoridad pol\u00edtica, poner fin a la pr\u00e1ctica de los interventores impuestos (kayy\u0131m) y medidas similares, es positivo.<\/p>\n
<\/p>\n
3. As\u00ed como es inaceptable que se impida la discusi\u00f3n de una de las cuestiones importantes del pa\u00eds con el pretexto del “terrorismo”, tampoco es aceptable que se establezca un “terror de la resoluci\u00f3n” bajo el pretexto de estar resolviendo un problema. No se puede permitir que el gobierno del AKP, que fue el principal actor en ambas imposiciones en el pasado reciente, vuelva a asumir el papel del “ladr\u00f3n audaz”.<\/p>\n
<\/p>\n
4. El gobierno actual no tiene legitimidad para escribir una nueva Constituci\u00f3n. As\u00ed evaluar\u00e1 el TKP cualquier Constituci\u00f3n que surja de un acuerdo abierto o secreto bajo el nombre de “proceso de paz” y dir\u00e1 NO.<\/p>\n
<\/p>\n
5. No es sorprendente que un nuevo proceso se haya planteado en un momento en el que las tensiones y conflictos en nuestra regi\u00f3n est\u00e1n aumentando y han surgido se\u00f1ales de una guerra a gran escala. Se debe oponer a cualquier intervenci\u00f3n en los asuntos internos y las fronteras de los pa\u00edses vecinos, ya sea con el pretexto de la seguridad de Turqu\u00eda o como posible resultado de la resoluci\u00f3n de la cuesti\u00f3n kurda. El hecho de que estas intervenciones, que se est\u00e1n preparando, se presenten como si fueran en contra de los planes de Estados Unidos e Israel no cambia la realidad de que est\u00e1n alineadas con los mismos. En lo que respecta a Palestina el gobierno actual ya ha demostrado claramente que no tiene l\u00edmites en su hipocres\u00eda.<\/p>\n
<\/p>\n
6. Ambas partes, que se espera que se sienten en la mesa en el “proceso de paz” actual, han expresado de diferentes maneras que el Islam es una base adecuada para resolver la cuesti\u00f3n kurda. Es evidente que esto rechaza la legitimidad de la fundaci\u00f3n de la Rep\u00fablica de Turqu\u00eda. No se debe permitir de ninguna manera\u00a0 <\/span>la institucionalizaci\u00f3n del neo-otomanismo en las pol\u00edticas regionales o de una definici\u00f3n de laicismo que est\u00e9 completamente
